A revised version of the final report can be downloaded here. Corrections have been made with regard to exemption 10:
Pages 222 - 224: For reason of clarification of scope of the short wording as requested by stakeholders from automotive industry as well as in order to align the short wording to the long wording recommended for exemption 10, a wording for an exemption 10 b) has been added to the short version.
10 b) Lead in PZT based dielectric ceramic materials of capacitors being part of integrated circuits or discrete semiconductors.
Additionally small changes due to column interchange have been made in Table 24 on page 214.

Following Öko-Institut's and Fraunhofer IZM's recommendations on adaptation of exemption 8 (Final recommendation exemptions 8(a) and 8(b)), the Commission has adopted the fourth revision of Annex II to Directive 2000/53/EC. The amended Annex II has been published in the EU's Official Journal (Commission Decision 2010/115/EU of 23 February 2010).
December 2009
Since the online stakeholder consultations were closed, Öko-Institut and
Fraunhofer IZM have been evaluating stakeholder contributions and have contacted stakeholders for further clarification and discussion. In this context further questions have been sent out and telephone conferences have been held.
Final recommendations have been forwarded to the European Commission for the following exemptions:
- ELV exemptions 1, 8a, 8b, 13, 14a and 14b
- RoHS exemption request on heavy metals in ceramics
The Commission is currently evaluating them in order to possibly include
them into the policy-making process.
Remaining exemptions and exemption requests are still under review by the
project team and will be finalised in the next months.

A second stakeholder consultation runs from 8 June 2009 to 3 August 2009 (8 weeks). This second stakeholder consultation covers two new ELV exemption requests as well as the evaluation of 10 already existing ELV exemptions (currently numbered as 1, 2c, 3, 4b, 5, 6, 10, 13, 14a and 14b). All unconfidential information provided by stakeholders will be uploaded on the EU CIRCA website.
Additional, in the course of the project a third stakeholder consultation covering a new RoHS exemption request runs from 8 June 2009 to 3 Ausgust 2009 (8 weeks). All unconfidential information provided by stakeholders will equally be published on the EU CIRCA website.

This project website gives an overview on activities related to the adaptation of the ELV Directive's Annex II and the RoHS Directive's Annex.
In the Background section, you will find information on related legislation, previous assessments and reports as well as a comprehensive project description.
The Consultation section will host the foreseen stakeholder consultations during the project duration. The first consultation, covering 2 current exemptions to the ELV Directive, will be launched on January 26, 2009 and will run for 6 weeks, until March 09, 2009.
In the Registration area, Stakeholders can register in order to regularly receive information on project progress as well as in the course of the evaluation.
